EventLog ID 113 - Internal Error IE02 binding socket!

If the Realtime Logging of the WinSyslog Client is running,
the Port 514 UDP (Or other when configured) is locked. The means, no other
process can bind to this Port at this time. If you start the WinSyslog Service you will get
a message
in the NT EventLog with the ID 113.
Description Internal Error IE02 binding socket!.
To solve the problem, stop the Realtime Logging of the Client and Restart the WinSyslog
